京都大学欧州拠点メールニュース No.66 HeKKSaGOn 第二フェーズのプロジェクトが決定しました


9月28日にHeKKSaGOn 副学長会議がオンラインで開催され、第二フェーズ(2019年~)に支援を行うプロジェクトについて協議が行われました。昨年9月の学長会議で国連の持続可能な開発目標(SDGs)に関連する以下の4つのプライオリティ・エリアが掲げられ、その元で日独6大学アライアンスが取り組む研究プロジェクトを広く学内で公募していたものです。

  1. Transcultural studies and the transformation of cultural heritage
  2. Data science, digitization, and artificial intelligence
  3. Health, well-being, safe and resilient societies
  4. Engineering molecular systems and bio-imaging

HeKKSaGOn の第一フェーズ(2010~2018)では数多くの共同研究の実施、ワークショップの開催、共著論文の執筆などが行われ、さらには学生を対象にしたサマースクールやスプリングスクールなどが企画されるなど6大学のアライアンスをプラットフォームに様々な活動が行われてきました。

第二フェーズにおいてはより具体的にプロジェクトの目標を定め、第一フェーズでの経験を生かしながら、日独トップ大学が連携するからこそ生まれる効果を目指すにあたり、欧州拠点もリエゾンオフィスとしてその役割を果たしていきたいと思います。

1. 欧州拠点Now!

■ハイデルベルク便り

新型コロナウイルスの拡大から様々なことがオンラインで試みられ、10月は北海道大学ヘルシンキオフィスが主催したフィンランドの大学向けの説明会やハンブルク経営ビジネススクールの研修旅行にリモート参加するなど、ニューノーマルが少しずつ定着しつつあります。

そんな中、欧州では新型コロナウイルスへの罹患者が今春以上の勢いで増加、地域によっては再びロックダウンになるなど緊張した状況となっています。その影響は少なからず大学経営にも影響を及ぼしているようで、今月のハイデルベルク便りは新型コロナウイルスと大学の財政がテーマです。

Earlier than expected Covid-19 cases are increasing in almost every European country, stronger than the initial wave in spring. Even though high numbers were anticipated due to more extensive testing (France and Germany over 1 million test per week [ECDC]), the magnitude and speed are far from what was predicted. Measures that administrations tried to avert at all costs, like strict contact limitation and curfews are back. And so are the feared lockdowns of regions or even countries. Many universities – e. g. in France and the United Kingdom – also see a rise in cases among their student population just after starting the new academic year.

The pandemic has profoundly affected staff as well as students and significantly changed how universities and research facilities are and will be operated in many ways. On the negative side, the financial impact might be the most devastating issue in the short and long term. In Ireland, national universities are already asking the government for 102 million Euro in additional funding to cover COVID-related costs for investments in student welfare, licensing and software, and extra student accommodation. This adds to an already existing deficit left over from the financial crisis about ten years prior. In Belgium, the French-speaking Rectors’ Council also calls for an immediate intervention by the government and additional funding of 17 million Euro to cover additional expenses related to Covid-19 for all six universities of the French-speaking community alone. An unexpected factor is the growth of student numbers as a byproduct of the pandemic leading to extra expenses of around 40 million Euro in the near future.

Curtailing the spread and fighting the repercussions on the economy and society have forced governments to raise their expenditures and debts to very high levels. The influence on spending, of course, will also affect funding for higher education institutions in the years to come. In a survey conducted by the European University Association (EUA) in the summer of 2020, leaders in 28 European higher education systems (HES) expressed concerns towards funding development for at least the coming two years. While only a few expect national core funding to decline, the outlook of post-Covid austerity measures by the governments raise expectations of diminished extra public and research funding. Especially universities reliant on tuition fees and inbound student mobility already see a drop in revenues and estimate this to continue until 2023. Almost all of the 28 higher education systems participating in the survey already see effects on commercial revenues and incomes for accommodation. A minority even fears a drop in private donations. All of these developments could lead to an increased demand for national and European competitive funding and thereby to a stronger rivalry between universities and research facilities. Looking at these concerns, Thomas Estermann (EUA’s Director of Governance, Funding and Public Policy Development) encourages national governments to recognize universities’ crucial role during the pandemic and the post-COVID economic recovery. He, therefore, calls for them to continue to invest in their higher education systems.

Despite these burdens, the investment into non-traditional aspects of higher education systems also bears many chances. For example, the pandemic forces educators to develop and provide new ways to reach students. The outcome is a greater variety of channels for teaching. It is unlikely that virtual classes will replace face-to-face lectures or study groups, but it might be a supplement to traditional teaching and learning methods by opening innovative ways in education. 

Higher education will change in the post-Covid-19 age. There will be many challenges and obstacles. However, universities and research facilities have shown that they are up for the task by handling this crisis and contributing to solutions of (post-) pandemic related problems. Besides all the hardships a crisis can also be a chance for progress and a better future.■
