京都大学欧州拠点メールニュース　No.69　ウィーン大学学長の表敬訪問を受けました

2020年1月27日フランスのボルドー大学訪問、28日ポーランドのクラクフに移動、29日ヤギェウォ大学訪問、30日オーストリアのウィーン大学訪問。

昨年の欧州拠点のスケジュールです。当時の拠点所長とともに戦略的パートナーシップ校を訪れ、今後の交流について打ち合わせ、またウィーン大学では具体的な交流内容を記した協定書のアネックスに先方の副学長とともに署名をしたのでした。

その日から1年。あの頃の未来がこのような姿になるとは予想だにせず、未だに戸惑うこともありますが、これまでの信頼関係を基盤とする戦略的パートナーシップの繋がりは強固で、「今できること」を相互に確認しながら少しずつでも前に進もうとしています。そのことをあらためて確認する、ウィーン大学のエングル学長から湊総長宛へのオンライン表敬訪問が1月18日に行われました。

戦略的パートナーシップの特徴はトップレベルで連携強化を推進することにあり、この表敬でも新しい交流分野の可能性など具体的な交流内容に話題が及びました。同日には美術史の分野でウィーン大学とオンラインのワークショップが開催され、2日間で10時間以上の白熱した議論が行われたとのこと。来月は法学分野でウィーン大学の教授によるオンライン授業が予定され、また双方の大学のウィンタースクール・スプリングプログラム（いずれもオンライン）に学生が参加することも決定しています。

2021年の欧州拠点は、幸先良くそのスタートを切ることができそうです。

1.　欧州拠点Now!

■ ハイデルベルク便り

2020年1月31日午後11時（英国時間）、英国がEUから離脱。

上述のスケジュールの続きにはこう書かれています。

今回のハイデルベルク便りではコロナ禍だけでなく、Brexitによる英国を取り巻く状況の変化を人の移動という観点から取り上げています。研究者や学生はどのような影響を受けるのか。1年経って見えてきたものをご紹介します。

Corona is still holding a firm grip on Europe. There was a ray of hope as inoculations started and more vaccinations gained approval. However, the rising number of mutations dimmed the outlook of relieve amid infections despite of existing measures. The tragic loss of life is also rising to sad new highs. Lockdowns that were meant to be only temporal had to be prolonged, toughened curfews, and restrictions of movement — such as test requirements and quarantine measures for travels within the EU — are seriously discussed or put into effect. Aside of Covid-19, another development moved Europe in the previous month, which is Brexit.

In 2016, the British government under Prime Minister David Cameron held a referendum on their relation towards the European Union. After a fierce campaign between Brexiters and Remainers, the people of the United Kingdom voted to leave the EU. On 24 December 2020, a final agreement was reached for the future relationship between the UK and the 27 EU member states. Many details were set in the withdrawal agreements, but many questions are still open and its repercussions are unknown. But this is what we see so far.

The UK – which naturally and emotionally belonged to the EU just like France, Germany, and all other members for over 45 years — is now a third-party country like Japan or Australia. Since UK left the single market, the free movement of goods is no longer guaranteed, which already causes economic problems and hardships. Another consequence that many people become are becoming aware of is the end of free movement of people. Citizens of the UK and EU vice versa now need specific visas after a 90-day period if they want to stay, work and life in the EU or UK. This also includes studying and research. This may change in the future due to waivers by both parties, but when and how is unclear. Propelled by Covid, there is already a great exodus of Europeans — estimates already speak of 700 000 for London alone — that left the UK and might not be coming back due to the restriction of free movement.

Concerning research and education great changes become apparent as well. The UK left the Erasmus program led by the European Commission, which supported the mobility of 35 000 UK students annually, stating its high costs. This is despite the fact that Erasmus+ inbound exchange students contributed around £240 m to the UK economy after subtracting the UK membership costs. To replace it, the government initiated the Turing scheme named after the scientist Alan Turing, which is to support the same number of students, but for broader worldwide exchanges and exclusively available for British nationals. The program doesn’t support inbound mobility, which forces EU students to pay the usual fees and living costs without financial support for studying in UK. Many won’t be able to afford this in the future. Even though UK universities welcome the new scheme, many fear a drop in inbound mobility and hope for a program supporting foreign students as well. If the Turing scheme will also support school links, work experience, apprenticeships, staff exchange — central elements of the Erasmus program since its foundation in 1987 — is unknown. The ramifications for access to other EU research funds for British projects will be seen in the future. The cooperation regarding HORIZON however remains untouched for now. The UK is will continue to participate in Euratom, ITER , and the earth monitoring project Copernicus projects as an associate state i. e. third party state. It is however leaving the European GPS project Galileo and is planning to cooperate in an alternative endeavor with India. 

Many outcomes are still unclear and are obscured by Covid. What is sure is that Brexit will bring fundamental changes and that the break up process is far from over.
