京都大学欧州拠点メールニュース No.70 京都大学スプリングプログラムがオンラインで開催されました。


例年、夏に開催されている京都大学サマープログラムが今年度は新型コロナウイルス感染拡大の影響で延期され、スプリングプログラムとしてオンラインで実施されました(Kyoto Spring Program 2021 / ILAS・KUASU, 2月14日〜24日)。欧州拠点及び戦略的パートナーシップの枠を頂戴して今回は欧州からハイデルベルク大学4名、ウィーン大学2名、計6名の参加がありました。

最終日に行われた学生プレゼンテーションで6人は「日墺のジェンダーギャップ比較」「岩倉使節団とウィーン」「昆虫食の未来」(アジアでは昆虫食の習慣が欧州よりもあると期待していたらしい)「和菓子と日本文化」「日独のストリートフード比較」「再生可能エネルギーと日本」といった本人の興味やプログラムの講義を通して生まれた関心などについて熱っぽく語り、「京都に来させてあげたかった」という思いであらためていっぱいになりました。

続く各大学代表挨拶では、プログラムの質の高さや本学スタッフ・学生サポーターの対応への賛辞とともに、異口同音に「オンラインではあったけれど異なる背景を持つ同世代学生の多様な意見に触れられたことは得難い経験だった」とその意義が述べられました。現下の状況でともすれば「できないこと」が目についてしまいがちですが、画面越しのキラキラした笑顔を前に「彼らの『今』という時間は待ってくれないのだ」ということを目の当たりにし、欧州拠点も今、やれることをしっかり実行していくことの大切さを痛感しました。

東アジア、東南アジア、北米、欧州など海外から60人、京都大学の学生サポーター60人の計120人が「京都に集まった」10日間。準備や調整に奔走してくださった国際高等教育院の関係者の皆様、そして学生たちのためにステキな宝箱を提供してくださった宮川恒院長に厚く御礼を申し上げます。

1. 欧州拠点Now!

ハイデルベルク便り

海外渡航が依然として制限されている状況が続いていますが、それは必ずしも国際交流自体が停滞していることを意味しません。オンライン等で以前よりもコミュニケーションが活発になっているという話も耳にします。そして、更なる研究の発展に向けて外部資金を獲得しようとその申請に向けて動く研究者も多いとのこと。

そこで今回は、EUのHorizon2020 の後継大型ファンドHorizon Europeをご紹介します。

Across Europe, the COVID-19 pandemic is still far from being resolved. In some states, numbers are dropping. However, virus mutations are an ongoing concern and hinder the way back to fewer restrictions. The same applies to the slow rollout of inoculations. Because of the latter, the public focused and criticized the EU’s handling of vaccine purchase. However, in other areas — such as research — the EU is also pursuing ambitious and forward-looking projects. One of these is Horizon Europe.

Horizon Europe is the ninth European Union framework program funding research, technological development and innovation. It provides an estimate of 100 billion Euro for research and innovation projects from 2021 to 2027. Compared to Horizon 2020’s 80 billion Euro budget, this is an increase of 20 billion Euro.  Horizon Europe’s vision is to build a fair and sustainable future for humanity and the planet based on European values. The three main areas of action are tackling climate change, achieving the UN’s Sustainable Development Goals and boosting the EU’s competitiveness and growth. In its outline, the EU wants its funding to encourage research and innovations that strengthen its scientific and technological base and solve issues that affect daily life skill development, cancer research and environmental pollution.

The program consists of three pillars that build and interconnect with each other. Addressing fundamental science, the first pillar called “Excellent science” consists of the European Research Council (ERC) to support frontier research, the Maria Skłodowska-Curie Actions (MSCA) that funds mobility and training for young people, and setting up an interconnected research infrastructure. The second pillar contains six clusters to meet global challenges and strengthen European economic competitiveness. These clusters are 1. Health, 2. Culture, Creativity and Inclusive Society, 3. Civil Security for Society, 4. Digital, Industry and Space, 5. Climate, Energy and Mobility, 6. Food, Bio-economy, Natural Resources, Agriculture and Environment. One part of the third pillar named “Innovative Europe” is the European Innovation Council. Its task is to make promising disruptive innovations ready for the market. It is supposed to be a “one-stop-shop” to support projects, which are seen too risky for the private sector, through grants and blended funding. Another part is the European Institute of Innovation and Technology (EIT), which brings together key players to nurture innovation. 

To increase the effectiveness of Horizon Europe’s newly identified five mission areas (“Moon shots”): “Adaptation to climate change, including societal transformation”, “Cancer”, “Soil health and food, climate-neutral and smart cities”, and “Healthy oceans, seas, coastal and inland waters”.  For the first time, the preservation and promotion of Europe’s cultural wealth and the creation of a “Cultural Heritage Digital Collaboration Space” is part of the program. Another novelty is the commitment to open science, which is supposed to ensure open access by utilizing the European Open Science Cloud. Access to funds will also be facilitated by the acceleration of procedures for measures in the second pillar. It is now also possible for EU member states to pair different funding sources to boost research investment and create cross-border and interdisciplinary synergies.

The EU Parliament and Council settled legislative issues — including the participation of Great Britain — in the latter half of last year. The overall framework is now in place. The first Horizon Europe Strategic Plan (2021-2024) is expected to be adopted in the coming months. The specific research agenda will be published around April. The official launch of Horizon Europe, the official work programs and the first calls for proposals will take place at the “European Research & Innovation Days” on 23 and 24 June 2021. 

Because Japan is an associated partner and the general openness for international participation, Kyoto University students and researchers can also profit from this initiative.  We — the Kyoto University European Center — are very excited about the new possibilities that arise from this program and will keep track of Horizon Europe’s developments.
