京都大学欧州拠点メールニュース No.64　オンライン調印式が開催されました

京都大学は先般、新たにスイス・チューリヒ大学、ドイツ・ハンブルク大学との間で戦略的パートナーシップ協定を締結しました。これで本学の戦略的パートナーシップ全5校のうち、4校が欧州の大学となります。本来であれば対面にて調印式を行うはずでしたが、現在の新型コロナウイルスの感染が拡大している状況下での渡航が叶わず、初のオンラインでの調印式となりました。
山極寿一総長とともに河野泰之欧州拠点所長（兼国際戦略担当副学長）らが本学の精神である「自重自敬」の書が掲げられている部屋から参加しました。署名後、総長が手を差し出しエア握手する場面もあり、画面越しに和やかな雰囲気が演出されました。

戦略的パートナーシップは通常の大学間学術交流協定の枠を超えた、分野横断的で持続的・重点的な国際交流を進化させることを目的に掲げています。

1.　欧州拠点Now!

■ハイデルベルク便り

週末、8月29日にベルリンで行われた政府の新型コロナウイルス対策に抗議する大規模デモのニュースを目にした方も多いのではないかと思います。
今回のハイデルベルク便りでは、欧州での感染再拡大、それに対する各国の対応をリポートします。

Until recently countries in Europe were relatively successful in controlling the spread of Covid-19 due to its initial strategies of far-reaching lockdown measures and using the time to improve test and trace mechanisms. Because of this strategy and basic rules like wearing masks and social distancing, most people were able to go back to something similar to “normality”. This includes vacations, visits to cinema, children going back to school, and family festivities.
But in the last weeks of August, daily case counts are resurging again all over Europe. Germany, France, and Italy are experiencing their highest numbers since spring. Spain, heavily hit by the first wave, is again facing a major outbreak. A new quality of this development is that the virus is not only spreading in bigger cities, but finding its way to rural areas, as well. Infections are also accelerating amongst young people aged 15 to 24.
To avoid further lockdowns, European countries use localized strategies like restrictions of movements to highly infected areas, public health campaigns, stricter rules on social distancing, and mask-wearing. But uniform policies are missing.
Some regions in France and Switzerland made it mandatory to wear masks outdoors. The federal states in Germany finally agreed upon a universal fine for not wearing masks in public and limited the number of participants at events. Spain has many diverse rules in place due to its fragmentation in autonomous regional governments. These are constantly changing due to the spread of hotspots. They range from local lockdowns, closings of night clubs to banning smoking in public.
Great Britain, most affected by the virus among European countries, is also reporting a resurgence of cases which meets with very sudden changes of rules. For example, it introduced self-quarantine for travelers from Spain, the Netherlands, France, Switzerland, and other countries without further notice forcing many to return to Britain immediately or stay stranded abroad. But on the other hand, people are told to return to their offices, and are encouraged to dine at restaurants.
Germany also declared regions in other European countries as high-risk areas but offered free testing at facilities at major points of entries including airports, train stations, and motorways to travelers re-entering the country. However, this strategy will be discontinued after September since it is stretching staff and resources thin. From thereafter travelers from high-risk countries have to self-quarantine for two weeks again. But, there is a debate on a policy that would allow them to leave quarantine after a negative test result following a specific time.
As Europe is on the brink of a second wave, health experts are concerned that it will swap into the coming flu season. However, German Chancellor Angela Merkel – currently heading the European Council – reinforced her plea for tackling the virus without closing borders again and the need for action of the EU as a unity. If her call is heard and the efforts to curb a second wave are effective will become clear in due course.

欧州の研究機関、財団、大学が提供するグラント・フェローシップを中心に、本学の研究者が応募可能な公募情報のなかでも、特に関心が高いと思われるものを選りすぐってここに紹介しています。

ぜひご覧ください。なお、学内事務を通じた応募が求められる場合、各部局での締め切りが1-2週間前に設定されることがありますのでご注意ください。

■AMED-SICORP 日・カナダ共同研究「先端エピジェネティック技術」
・趣旨：エピジェネティクス分野の中でも著しい発展と進化を遂げている先端エピジェネティック技術の細胞代謝等の細胞生物学、新規の疾患発症機序、無細胞血中バイオマーカー、
　シングルセルバイオロジー情報学、高次元エピジェネティック情報解析、その他の新規テクノロジーを研究対象とした、ハイリスク・ハイリターン志向の提案を募集
・支援期間：最長3年
・応募資格：（日本）令和2年4月1日時点で満48歳未満または応募時点で初めて研究グループを主宰して5年／60ヶ月以内の者、（カナダ）常勤研究者として着任後、
　おおむね5年以内の者 (A researcher who, at the time of application, has held a full time, independent research appointment, for a period of 0 to 5 years/60 months)
・助成金額：（日本）年間1000万円程度、（カナダ）年間100,000カナダドル程度。間接経費を含む。

■日本−スイス共同研究「Bridging Grants（ブリッジング 助成金）」
・公募事業名：Open Call for Bridging Grants with China, Japan, South Korea and the ASEAN region
・趣旨：本公募は人文科学・社会科学などを含めた全ての科学・研究分野を対象に、既存の共同研究のみならず、過去にワークショップなどを開催し、発展させようという案件などを支援することを目指します。
・対象分野：全ての科学・研究分野
・支援期間：最長12か月　
・応募資格：日本の大学や国立研究機関に所属している研究者と、既に共同研究を行っているスイスの大学、対応科学大学、教育大学や国立研究所の研究者。
　（現在進行中の共同研究以外に、過去の共同研究や共同ワークショップに参加した研究者を含む）
・助成金：１件あたりの上限25,000 CHF（スイスフラン）

■キヤノンヨーロッパ財団欧州研究奨学金・公募事業名：Canon Foundation Fellowships
・趣旨：ヨーロッパと日本の相互理解を促進することを目的として、ヨーロッパおよび日本の研究者に支給
・対象分野：全ての科学・研究分野
・支援期間：3-12か月　
・応募資格：分野や年齢の制約なし、博士号取得後10年以内、欧州へ初めて渡航および他の助成金を受けていない申請者を優先。
・助成金：22,500〜27,500 EUR／年

■「HeKKSaGOn Working Group Projects」への参加者募集について（学内限定）

欧州拠点が日本側の窓口として関わっているHeKKSaGOn(日独6大学コンソーシアム)では、加盟校との交流事業（HeKKSaGOn Working Group Projects）への参加者を募集しています。
2019年に行われた学長会議にて以下4つのSDGｓに関係する4つのテーマを重点領域として定め、これらのテーマのいずれかに重点をおいて活動するWorking Group Projectに対して、
3年を上限として支援を行うことになりました。

3. Health, well-being, safe and resilient societies
