京都大学欧州拠点メールニュース No.71 チューリヒ大学と共同公募の審査をオンラインで実施しました。


本学は2020年度にチューリヒ大学と戦略的パートナーシップ協定を締結しています。「新たな学術分野での共同研究や人材流動性を促進する」ことをその目的の一つに掲げていることから、その支援の一環としてチューリヒ大学と共同で学内資金を公募にかけました。欧州拠点はチューリヒ大学から情報を収集して円滑な公募実施に向けたリエゾンとなっているものです。

公募の結果、新型コロナ禍という国際交流にとっては困難な状況が続いているにも関わらず、予想を上回る件数の応募があり、応募内容からは研究交流の広がりが感じ取れました。

2月20日に応募が締め切られ、その後の学内審査を経て3月26日にチューリヒとオンラインで繋いだ共同申請審査が行われました。採択の正式決定を経て、新年度以降早期に各プロジェクトが開始できることになります。

2020年3月の欧州拠点メールニュースには「欧州に激震走る」というタイトルが掲げられ、新型コロナウイルスが猛威を振るう中、日本人スタッフは「イースターのウサギたちに笑顔が戻ることを願って」欧州を後にしました。あれから1年。チューリヒ大学との戦略的パートナーシップのようにそれまでの拠点のネットワークが新たな関係に育ったものがあります。

これからも欧州拠点は新しい種をまき、小まめに水やりをすることでイースターバニーが跳び回る環境作りに取り組んでいきたいと思っています。

1. 欧州拠点Now!

ハイデルベルク便り

2021年4月から始めた「ハイデルベルク便り」、今回が12回目の発信となります。「新型コロナウイルスの感染もようやく終息し…」という文言を入れる願いはまだ叶っていませんが、ハイデルベルク大学のように検査キットを教職員に配布して感染抑制に努めるなど、僅かながら変化の兆しも見えるようです。

This March marks the first-anniversary of WHO’s declaration of COVID-19 as a pandemic. It has been a challenging year in every aspect of life. After the first cases appeared in December, COVID-19 first slowly, then culminating into a first wave moved across the European continent. Governments put in place unprecedented shutdowns, travel restrictions, border controls and hygiene measures like wearing masks and social distancing. As these measures indeed showed results, numbers of infections decreased, lockdowns were weakened to some degree, and societal life was possible on a small scale. 

However, by the late fall of 2020, infections exploded again in a second wave. Europe entered a harsh and long winter. Fortunately, there was a glimmer of hope as the first vaccinations became available and inoculations started before 2021 began. However, messages of virus variations more infectious and dangerous dimmed the prospects of a faster return to normalcy. 

After one year, the situation is still fragile. A third wave is forming on the horizon. Fast-spreading virus variations become predominant. The distribution of vaccines in Europe – with exception of Great Britain (GB) – commenced more slowly than anticipated. Hurdles like supply difficulties, discussions of the applicability for specific age groups or safety issues evoked doubts. Even though the EU agreed upon a European digital vaccination certificate coming in June to ease travel restrictions, the goal to vaccinate all European citizens by September is uncertain. Imminent relaxation of shutdown measures had to be cut back or even abandoned. Countries like France, the Netherlands and Italy had to go back to stricter lockdown measures. Regardless, Germany set up a 5-step plan to reopen shops, restaurants, and museums etc. following public demands. This had to be postponed until mid-April and restrictions may last much longer.

This ongoing situation also influences academia in Europe. Not much has changed since last year. Most campuses are still on lockdown. Employees are encouraged to work from home. Students experienced online courses and lectures – few had hybrid classes. Excursions had to be cancelled and laboratory trainings to be reduced. Many first-year students have not yet been to their universities or met their professors in person. Hopes were high to open universities in Europe at least for hybrid events from July. However, because of the changing circumstances, this is also in jeopardy. Only in Great Britain all students are (or will be) back on campus.  Laboratories still work under strict measures. Some universities utilize testing to allow the faculties to go back to their workplaces and students to be present at examinations. Charles University (Czech Republic) allows staffs back to their desks after a test once a week. Heidelberg University (Germany) offers a saliva test – equally sensitive as PCR tests – developed by the Center for Molecular Biology for staff and students. Both countries offer their citizens one free test per week. University of Nottingham even has a reward system for testing.

After COVID-19 is contained, much energy and effort will be necessary to rebuild the economy and society as well as to regain freedoms we once took for granted. The pandemic will keep us engaged for a long time to come.  Nevertheless, despite setbacks and the feeling of slow-moving progress, small improvements in testing and major successes like the inoculation campaign in Great Britain and the U.S.A. give hope that there is an end to this pandemic.
